 ct. 3rd to Oct. 5th.  Free housing will be provided.  The conference will 
 address a variety of progressive concerns including\, but not limited to c
 ivil liberties violations\, corporate media\, the war and occupation of Ir
 aq\, history of activism (personal experiences and lessons from 60s activi
 sts)\, activism 101\, Palestinian-Israeli conflict\, the war on drugs\, th
 e military-industrial complex\, a history of U.S. imperialism\, a history 
 of U.S. occupations\, popular progressive pedagogy\, veterans' stories\, t
 he prison-industrial complex\, environmental assaults by corporate America
 \, affirmative action\, gay rights and issues of globalization.  What can 
 we as students do to affect these issues?\n\nThis conference would be a gr
 eat opportunity to network and for a progressive alliance/structure among 
 midwest schools.  The conference will be followed on Sunday by a call for 
 a demonstration against the occupation of Iraq.\n\nThe tentative schedule

 \nCall for Presentations \n\nThe University of Notre Dame's annual Student
  Peace Conference will take place on March 26-27\, 2004. The conference is
  officially sponsored by the Kroc Institute for International Peace Studie
 s\, and is planned and directed entirely by undergraduate students of the 
 University.\n\nAdapted from President Franklin Delano Roosevelt's Message 
 to Congress in January 1941\, this year's conference theme is 'Freedom fro
 m Fear: The Freedom of Peace.' The conference will attract participants fr
 om all over the United States and abroad. The two-day conference will feat
 ure seminars\, lectures\, artistic performances and exhibits\, and a keyno
 te speaker. \n\nWe welcome undergraduate and graduate peace visionaries of
  all majors to submit proposals regarding potential presentations. We enco
 urage presentations of peace in all forms\, and from all disciplines and p
 erspectives.\n\nThe Peace Conference Committee invites papers\, panel prop
 osals\, performances\, audio-visual presentations\, interactive sessions o
 r workshops and other programs broadly exploring the envisioning of peace 
 as liberation from fear. The presentations may be completed research\, res
 earch in-progress or case studies\, especially those reflecting innovative
  practice. You will have approximately 10 minutes for presentation and 10

DESCRIPTION:As part of its ongoing efforts to further the study of human ri
 ghts at the University of Washington and to promote scholarly inquiry in t
 he interdisciplinary law and society tradition\, the Comparative Law and S
 ociety Studies Center plans to sponsor a human rights speaker series begin
 ning spring 2003 and culminating during spring\, 2004\, with an internatio
 nal conference on the series theme\, Human Rights “From the Bottom Up”. \n
 \nRecent years have seen burgeoning interest in human rights on US univers
 ity campuses and a growth in the scholarly literature relating to human ri
 ghts themes. At the same time\, however\, existing approaches to the subje
 ct are often dominated by a “top-down” political/institutional approach wh
 ich explores human rights issues through analyses of the functioning\, or 
 lack thereof\, of elite-centered legal and political institutions in vario
 us contexts. This abundant literature has advanced our understanding of ma
 ny human rights quandaries\, and indeed has been very influential in polic
 y circles\, helping to lend support for international initiatives aimed at
  furthering the rule of law.  However\, some scholars have begun to point 
 to the need for a more contextualized\, “bottom up” understanding of human
  rights from the perspective of the individuals and communities in whom ri
 ghts are vested – and particularly of those in marginalized communities\, 
 whose rights are most frequently violated.\n\n\nAs the leading center for 
 law and society studies in the U.S. with a significant commitment to compa
 rative/international research\, featuring the only cluster of human rights
  scholars within in an interdisciplinary law and society program\, CLASS c
 onsiders itself uniquely poised to address these issues. Our scholarship p
 oses such questions as: What are the sources of violence that infuse cultu
 re in specific settings\, such as in post-colonial societies?  How are rig
 hts and justice imagined by victims\, rather than defined by exogenous pol
 itical and legal elites? How important are factors of trust and legitimacy
 \, and how can these be constructed in societies with high levels of viole
 nce or ethnic exclusion?  What is the working relationship between interna
 tional human rights groups and indigenous populations\, and how much does 
 this matter struggles for change? How are global human rights directives a
 bsorbed and reconfigured in specific and localized communities? These are 
 just some of the types of questions concerning human rights\, emphasizing 
 culture and agency “on the ground\,” that we consider. Research and discus
 sion of these important issues may shed light on what remains a puzzling q
 uestion after the work of so many top-down theorists: how do we understand
  disjunctions between the formal adoption of liberal democratic legal norm
 s and the widespread continued violation of individuals’ most basic rights
 ? Are so many splendid Constitutions dead-letter promises?\n\n\nSponsored

DESCRIPTION:The Midwest Asian American Students Union (MAASU) 2004 Spring C
 onference will be held at the University of Wisconsin-Madison on April 1st
  - 3rd. MAASU was created by students in 1990 as a support network to prov
 ide resources and unite the scattered populations of Asian Pacific Islande
 rs American (APIAs) across the Midwest. In the past thirteen years\, MAASU
  has grown to include many member schools and is continually developing ne
 w contacts. By exploring progressive issues\, such as APIA studies program
 s\, organizational development\, and APIA cultural centers\, MAASU has bec
 ome one of the primary advocacy resources for APIA students in the region.
 . \n\nThe goal of the MAASU Spring Conference is promote leadership\, assi
 st and encourage social change\, unite all communities against all forms o
 f oppression\, and address the educational needs among APIA students. Past
  MAASU Spring Conference boasts an average attendance between 500-700 stud
 ents from various colleges across the Midwest and is one of the oldest Pan
 -Asian conferences in the nation. This year's MAASU Spring Conferences is 
 a FREE event (for students attending MAASU member schools) and paid for by
  the Asian Pacific American Council (APAC) and the University of Wisconsin
 -Madison. \n\nThe theme of this year's Spring Conference is 'Creative Dest
 ruction.' Creative Destruction was originally coined in Joseph Schumpeter'
 s 1942 work\, Capitalism\, Socialism\, and Democracy to explain a 'process
  of industrial mutation that incessantly revolutionizes the economic struc
 ture from within\, incessantly destroying the old one\, incessantly creati
 ng a new one.' Although Schumpeter's idea of creative was meant to describ
 e and revolutionize economic\, the idea of Creative Destruction for the 20
 03 MAASU Spring Conference is to create a forum for APIA to speak on socia
 l injustices and inequalities and to help encourage the fostering of activ
 ism. \n\nThe MAASU Spring Conference workshops seek to go beyond APIA 101 
 issues. Following under the theme Creative Destruction\, the workshop sess
 ions are designed to develop a new generation of APIA activists. The works
 hop sessions will help participants understand identity issues\, engage in
  the history of APIA culture and movements\, explore contemporary issues\,
  and finally find new ways to work towards social change. Each of the work
 shop sessions will focus on Pan-Asian coalition building\, identity\, hist

 k on and support struggles for global justice.\n \nGILBERTO FLORES is a co
 mmunity activist from the municipality of \nGualaco\, Olancho\, Honduras. 
  He is a member of CEPAVEG\, a community-based organization in Gualaco and
  La Venta\, which was created to oppose the\nconstruction of a hydroelectr
 ic dam on the Babilonia river in the \nregion. \n \nThe dam\, being built 
 with international funding (from the Central American Development Bank of 
 Economic Integration) falls within the buffer zone of the Sierra de Agalta
  national park and will have disastrous consequences on both the park`s bi
 odiversity and local community well-being.  The construction process has b
 een plagued with legal irregularities and repression.  \n \nGilberto is al
 so a member of the Environmentalist Movement of Olancho (MAO)\, which figh
 ts against issues such as deforestation\, repression and impunity.  As a r
 esult of his activism\, Gilberto\, along with many others\, has been haras
 sed and intimidated by local authorities and other individuals suspected t
 o be linked to the logging industry.  \n \nGilberto's name was circulated 
 on a death list which included an activist assassinated in 2001.  Carlos F
 lores\, cousin of Gilberto and also an opponent of the dam\, was gunned do
 wn outside his home by the Dam construction company`s security guards in J
 une 2001.\n \nKATH GOLUB is a student activist from Connecticut who recent
 ly spent \nThree months with Rights Action in Guatemala and Honduras.  She
  has been\nresearching biosphere and water management projects in the east
 ern\nGuatemalan biosphere Sierra de las Minas and has traveled throughout\
 nHonduras speaking with organizers about their struggles against the impac
 ts of neoliberalism.  While her organizing and studies concentrate on the 
 effects of US foreign policy and corporate-driven globalization\, she is s
 pecifically interested in exposing the connections between dam constructio
 n\, privatization\, and exploitation of natural resources in Latin America

 Separate is not equal&#8212\;the fight for gay marriage\nSince the Massach
 usetts court decision on gay marriage and weddings in San Francisco\, the 
 right has swung into action. But gay rights activists have also organized&
 #8212\;from Iowa to Oregon\, New York and Chicago&#8212\;even though some 
 in the gay and lesbian community question whether or not the right to marr
 y is important. Others see the Democrats and the courts as the solution. K
 EEANGA-YAMAHTTA TAYLOR argues that gays and lesbians should have the right
  to marry and that we need to organize to fight for this right nationwide.
 \n\nIn Defense of Leninism\nFrom day one of the 1917 Russian Revolution\, 
 the right wing has attacked Lenin and his ideas for building a political p
 arty to lead a working class revolution. With the rise and fall of Stalini
 sm\, much of the left abandoned Lenin&#8217\;s ideas and even joined the r
 ight in attacking his theories\, strategies\, and actions. KIRSTIN ROBERTS
  offers a defense of Lenin and argues that Leninism is the way forward in 
 building a new left today.\n\nHow can we rebuild the labor movement?\nDuri
 ng the current recovery\, corporations have escalated their assault on uni
 onized and non-unionized workers. To boost profits\, they are closing plan
 ts\, laying off workers\, busting unions\, and demanding concessionary con
 tracts that cut wages and benefits to the bone. This workshop will assess 
 the state of the labor movement and argue for long-term strategies to turn
  back the bosses offensive.\n\nFrom Vietnam to Iraq: U.S. soldiers against
  war\nThousands of U.S. soldiers are now being told to put their lives on 
 the line for a colonial occupation of Iraq for US control over middle-east
 ern oil. As in Vietnam\, the U.S. government is only too happy to use immi
 grants\, minorities and workers as cannon fodder. JOE ALLEN describes the 
 roots and impact of the Vietnam soldiers&#8217\; rebellion\, and how worki
 ng class troops and families in today&#8217\;s military are beginning to s
 peak out against a war for empire.\n\nFrom Civil Rights to Black Power: Le
 ssons for Fighting Racism\nStudent Nonviolent Coordinating Committee chair
  Stokely Carmichael coined the phrase 'Black Power' in 1966\, after being 
 arrested 27 times for civil disobedience. SAM JORDAN will discuss what Bla
 ck Power meant to the civil rights movement\, the radical transformation o
 f the 1960s struggle\, and the lessons we can learn for the fight against 
 racism today.\n\nSocialists in movements&#8212\;building a United Front\nB
 uilding mass movements requires unity in action. But as the struggle devel
 ops it confronts questions and debates about ideas\, demands\, strategies 
 and tactics. During the fight against fascism in the 1930s\, Leon Trotsky 
 developed the idea of the United Front as a way for socialists to build in
 dependent organization\, intervene in movements to influence the outcome o
 f debates and at the same time fight for unity in action. DENNIS KOSUTH wi
 ll look at this approach as a guide for socialists today.\n\nWORKSHOPS SES
 SION 2 (3:00)\n\nFighting the racist criminal injustice system\nOne in eve
 ry 8 Black men between the ages of 20 and 34 is currently behind bars&#821
 2\;seven times the rate for white men the same age. More than 2 million pe
 ople are either in jail or prison in the United States. But people are beg
 inning to fight back against the racist criminal injustice system&#8212\;f
 rom protests in California to stop the execution of Kevin Cooper\, to peop
 le standing up to police torture and brutality on the South Side of Chicag
 o. Come hear about the fight against the racist criminal injustice system 
 from activists working on the front lines of the struggle.\n\nNo restricti
 ons! How can we defend abortion rights?\nWith a 'pro-choice ' president in
  office in the 1990s\, abortion actually became less affordable and more r
 estricted. Today\, outraged by the increasing attacks on a woman&#8217\;s 
 right to control her own body\, activists are planning a mass pro-choice r
 ally in April. ELIZABETH LALASZ talks about what&#8217\;s behind the attac
 ks\, how we can we keep abortion legal and make it accessible for all wome
 n.\n\nAnybody but Bush?&#8212\;The politics of lesser evilism\nMost people
 \, including those on the left\, believe that our top priority should be t
 o get rid of Bush in the 2004 election. They&#8217\;re advocating a vote f
 or any Democrat\, no matter how bad their politics\, as a lesser evil. Thi
 s approach has moved politics further and further to the right. ADAM TURL 
 will argue that the strategy of voting for the Democrats may get Bush out 
 of office\, but that it will fundamentally weaken the fight against war\, 
 poverty and racism.\n\nOccupation & Resistance from Iraq to Palestine\nIn 
 the wake of its conquest of Iraq\, the US plans in conjunction with its re
 gional sheriff\, Israel\, to attack and bully more countries and install c
 lient states so it can control the world &#8217\;s energy supplies. And Ir
 aqis\, as in Palestine\, far  from welcoming their would-be colonial maste
 rs\, have fought the U.S. occupation from its inception. Socialist Worker 
 reporters NICOLE COLSON and ERIC RUDER will argue that the occupations of 
 Palestine and Iraq are part of U.S. imperialism&#8217\;s plans to dominate
  the Middle East&#8212\;and that antiwar activists in the U.S. should supp
 ort self-determination and the right of Iraqis and Palestinians to resist.
 \n\nRecovery for whom? The Wal-Martization of America\nBush claims his $1 
 trillion tax cut for the rich pulled the U.S. out of recession and toward

DESCRIPTION:Affirmative Action is at a critical juncture. The landmark vict
 ory in the University of Michigan case Grutter v Bollinger not only reaffi
 rmed the value of affirmative action\, it also broadened its scope in many
  significant ways. Yet\, while supporters of affirmative action have reaso
 n to be hopeful\, the Grutter decision remains vulnerable to a host of cou
 nter-initiatives that seek to limit\, if not completely eliminate\, affirm
 ative action in higher education and beyond . \n\nAs we celebrate the 50th
  anniversary of Brown v. Board of Education\, it appears that advocates of
  racial equity may have to accomplish infinitely more in half the time\, g
 iven Justice O’Connor’s intimation that reasonable equity in educational o
 pportunities will be realized within 25 years.  This will require an enorm
 ous collaborative effort\, beginning now\, among the many stakeholders who
  defended affirmative action in Grutter.\n\nToward this end\, we invite yo

  20\, one year after the war in Iraq began\, close to two million people a
 cross the world expressed\nfrustration with the Bush administration and th
 e devestation in middle east by taking to the streets in protest of the oc
 cupations of Iraq and Palestine. \n\nNow more than ever we need to organiz
 e so that the millions of students who opose these brutal\noccupations can
  have a voice in the world and so that together we CAN help end all unjust

 \n\n\nAbout NEMA\nNorth East Mutual Aid is an informal network of anti-cap
 italist\nanti-authoritarians. Our purpose is to open lines of communicatio
 n so that existing groups and individuals throughout the Northeast can bet
 ter coordinate support for each other in our local actions and struggles.\
 n\nA call for a national anticapitalist\, antiauthoritarian network was pu
 t out on the internet. The aim was for a continental network in the style 
 of\nthe People's Global Action (PGA). Regional networks got started and\ne
 ndorsed the PGA hallmarks.\n\nOut of that came SEANet (south east anarchis
 t network) and NEMA (north\neast mutual aid).\n\nA large meeting took plac
 e at the National Conference on Organized\nResistance in DC\, which was fo
 llowed by others in Hartford and NYC\, the latter 2 being where NEMA took 
 on its currently recognizable form. At the NYC meeting we agreed to take o
 n the People's Global Action Hallmarks\, which tie us in to a global anti-
 capitalist direct action network (see www.agp.org). As it stands\, NEMA ho
 lds a lot of potential to take up some of the slack and continue the hands
  on learning process left off by\nanti-authoritarian anti-capitalists sinc
 e the disappearance of activist\nformations like DAN (Direct Action Networ

 action element at the RNC protests before last election) as well as the op

DESCRIPTION:The Northwest Social Forum (NWSF) will build relationships of m
 utual support among activists\, organizations\, and communities in the Nor
 thwest as we share our visions of a just and sustainable world and find co
 llective solutions to the daunting social and environmental challenges of

 NCE GUIDELINES: Nonviolence has always been a core value of the anti-nucle
 ar movement. Perhaps that is because nuclear weapons represent the ultimat
 e form of violence. The atomic bomb that destroyed Hiroshima killed some 2
 00\,000 people. Most of the 30\,000 nuclear weapons in the world today hav
 e much larger explosive yields than that first nuclear weapon. Nonviolence
  is more than the absence of violence. Many of us believe that the active 
 practice of nonviolence is a direct challenge to the violent policies of o
 ur governments. As we extend our hands to people new to our movement\, we 
 invite you to join us in our nonviolent direct action. \n\nWhile participa
 nts in this action are not required to embrace the philosophy of nonviolen
 ce\, in order to create an atmosphere that is welcoming and safe for all p
 articipants\, including newcomers\, children and families\, the organizers

 \, protected by guards who have been given 'shoot to kill' orders in the c
 ase of unauthorized intruders. In these times of heightened security\, cro
 ssing the facility boundaries or climbing on or over the Lab fences carrie
 s an elevated risk of injury or death. In addition\, UC police over the pa
 st 20 years have consistently demonstrated a zero tolerance policy for peo
